Press Release: WWL NHS Trust wins £2M energy efficiency funding with CILS

CILS helps Wrightington, Wigan and Leigh Teaching Hospitals NHS Foundation Trust (WWL) secure nearly £2 million in funding for essential lighting upgrades. Prepare for the next funding round NOW.

London, UK – [13.05.2025]CILS award-winning solutions secured nearly £2 million for WWL through NHS National Energy Efficiency Funding (NEEF Phase 3), reducing energy consumption, cutting costs, and advancing the Trust’s Green Plan with IoT and LED retrofits across five sites.

With IoT, these upgrades will generate:

  • £8.6 million in energy and maintenance cost savings
  • 6,881-tonne CO2 emission reduction
  • Over 90% lighting energy reduction for two sites

This impressive ROI and carbon reduction can only be achieved with the best, most energy-efficient designs, ready for submission, ahead of the window being opened for funding.

Preparation: The Key to Funding Success

The NEEF Phase 3 funding window had an incredibly tight turnaround, requiring NHS Trusts to submit applications within days. Acting fast was crucial.

WWL engaged with CILS early, to conduct investment-grade lighting surveys and develop RIBA Stage 4 LED and IoT lighting designs. This ensured all funding criteria were met with an approved business case, ready for submission.

For other NHS Trusts and Public Sector bodies, this stresses the importance of early preparation for future decarbonisation funding opportunities.

Why CILS’ Proposal Stood Out

With CILS’ proposal, WWL ’s application excelled in all key funding criteria. The highlights included:

  • Superior Energy & Cost Savings: IoT LED lighting reduces energy use by up to 90%, exceeding financial and carbon savings targets.
  • Easy Procurement: CILS are on a national framework for Smart Building Solutions, Using IoT.
  • Measurable Performance: The system provides real-time lighting energy monitoring, validating ROI and sustainability progress.
  • HVAC, BMS integration, asset tracking, space optimisation: IoT offers additional solutions to manage cooling and heating consumption and reduce time spent searching for items such as medical equipment.

Matt Bond, Director of Operations at CILS, commented:
“We’re proud to have played a key role in securing funding for these essential energy efficiency works. With IoT solutions, WWL is not only cutting operating costs and maximising energy efficiency, but also future proofing its estate.

Aligning with the Trust’s Green Plan

As a long-term lighting delivery partner of WWL, CILS have already transformed large parts of Royal Albert Edward Infirmary and Leigh Infirmary with IoT lighting. This latest project advances the Trust’s Green Plan and delivers significant cost savings which could be channelled into other areas requiring financial aid.

Josh Balmer, WWL Environmental and Sustainability Manager said: “At WWL we have a Green Plan which represents our renewed drive to reduce the impact we have on the environment and focuses on the key things we are committed to achieve over the coming years – towards the ultimate goal of being a Net Zero healthcare provider. We truly believe that caring for our environment is caring for our patients – and that by taking action now we can make a real difference in the fight against climate change, improving health and creating a safer world for future generations.”

“In a time when energy spend is ever increasing, securing NEEF funding has been very well received at WWL. This is all part of our drive to becoming more energy efficient and delivering LED lighting across WWL, significantly reducing our emissions and electricity consumption, and we were one of the first Trusts in Europe to utilise the Internet of Things within our light fixtures. This connects to our lighting through a range of sensors, enabling them to automatically brighten, dim or switch off based on the time of day, lighting and occupancy levels.”

What If You Missed This Round of Funding?

NEEF Phase 3 funding is now closed, but clients can still implement energy-saving technologies through ‘as a Service’ model.

Why Choose ‘as a Service’?

  • Zero Capital Expenditure – IoT lighting and solar PV solutions are available with no upfront costs, provided as a service.
  • Immediate Cost Savings – Energy reductions translate into instant financial benefits. Projects are structured to be cash flow positive from day one.
  • Full Service & Compliance – Includes ongoing maintenance, monitoring and energy reporting.

‘As a Service’ funding model allows clients to meet energy reduction targets and tackle backlog maintenance immediately.

Plan the Next Upgrade Now

  • Prepare now for the next funding round: CILS conduct detailed surveys and solution designs, so you can have pre-approved proposals ready when the next funding window opens.
  • Uncover ‘as a Service’: Transition to energy-efficient solutions today without capital investment or grant funding.
  • Or, contact CILS to consult an energy reduction expert, get support for grant applications, funding strategies or other sustainability initiatives.
